The only way to rearrange columns in a Numbers table is to drag them individually.

On the left is an image of the table in it's original order. On the right is the same table after Column C was dragged out of the table, then dropped between columns A and B, and column D was dragged in a similar manner and dropped between what was originally column C and what was originally column B.
A second approach (one that is more 'automatic') is to transfer the data from one table to another with the transfer including a sort of the data.

Column A contains labels, and is not included in the sort. The labels are transfered with a simple formula in each cell of Table 2::column A:

The rest of the cells on Table 2 use this formula, entered into B2, then filled down, then across to D10.
Because cell contents can't be filled across boundaries between Header rows or Footer rows and regular rows, it's then necessary to Copy one of the cells containing the formula, then paste it into B2 and B11. It can then be filled right to D1 and to D11.
